HB 2077 Summary

• Establishes the Professional Teaching Standards Board as an independent agency to oversee teacher certification, discipline, and professional standards, replacing these functions previously held by the State Board of Education.

• The Professional Teaching Standards Board consists of 16 members including 8 actively teaching teachers, 3 administrators, 1 school board member, 1 noncertificated employee, 1 college representative, 1 state board of education member, 1 public member, and the Superintendent of Public Instruction.

• Transfers all authority, powers, duties, and responsibilities related to teacher certification and professional regulation from the State Board of Education to the new Professional Teaching Standards Board effective January 1, 2011.

• Allows the Professional Teaching Standards Board to establish professional standards for educators, adopt proficiency examinations, certify and discipline teachers, review applications for certification, and investigate complaints of immoral or unprofessional conduct.

• The Professional Teaching Standards Board terminates July 1, 2020, with Title 15, Chapter 5, Article 4 repealing January 1, 2021.
