Amends Arizona Revised Statutes section 15-245 relating to the American Competitiveness Project Fund administered by the Department of Education.

Allows the department to solicit and accept donations, grants, gifts, contributions, and devises from individuals, corporations, and nonprofit organizations for deposit in the fund.

Monies in the fund are continuously appropriated and exempt from lapsing appropriations provisions.

Permits the department to distribute grants to schools and local educational agencies offering academic programs in foreign language acquisition, international business or philosophy, and world history.

Defines "philosophy" for grant purposes as a discipline comprising the study of epistemology, logic, and critical thinking.
