Amends Arizona Revised Statutes Section 15-533 regarding teacher certification and proficiency examination requirements.

Allows teachers certified in other states to qualify for Arizona teaching certificates without retaking the proficiency examination if they passed an equivalent examination in another state.

Teachers who passed a proficiency examination seven or more years ago must retake the Arizona exam, unless they have been employed as a teacher in another state for at least five of the previous seven years.

Reciprocity is granted only for proficiency examinations that match the grade levels and content areas the person is certified to teach in another state.

The state board of education may issue temporary basic or standard teaching certificates (not exceeding one year) to nonresident teachers who have not yet met examination requirements.
