Amends Arizona Revised Statutes Section 40-209 to clarify that cities, towns, and counties cannot require franchises for electricity suppliers providing electric generation service within their jurisdictions.

Prohibits local governments from imposing rents, charges, or taxes on electricity suppliers using public streets, roads, and alleys for electric generation service.

Allows a fee equal to the franchise fee of the electric distribution utility to be charged to electricity suppliers on retail electricity sales made using distribution facilities in service territories that were franchised on August 21, 1998.

Changes pronoun references from "its" to "their" to apply regulations to all local governments collectively rather than individually.

Clarifies that the section does not restrict local authority to require franchises for electricity suppliers providing electric distribution service.
