Amends Arizona Revised Statutes section 41-906 regarding the return of alien and nonresident public charges confined in state institutions.

Updates federal agency references from "United States commissioner general of immigration" to "assistant secretary of the United States immigration and customs enforcement and the director of the United States citizenship and immigration services."

Changes gender-specific language from "he" to "the person" in the definition of state residency for purposes of the statute.

Maintains existing provisions allowing the governor to cooperate with federal and foreign officials to arrange return of aliens from state hospitals, industrial schools, and prisons.

Preserves the state's responsibility to pay expenses for returning aliens and nonresident public charges, but not for returning Arizona residents.
