Amends Arizona Revised Statutes Section 15-1646 regarding scholarships issued by universities under the Arizona Board of Regents.

Removes the phrase "state public" from the statute to clarify that all universities under the Board of Regents' jurisdiction must establish scholarship policies.

Requires universities to ensure fair and equitable access to merit-based scholarships for Arizona students from public, private, charter, and home schools with established selection criteria.

Mandates annual reporting to the Board of Regents on the number of academic merit-based scholarships awarded to students from each type of school (public, private, charter, and home schools).
