Replaces reference to "division of finance" with "department of administration" for directing warrant draws.

Changes pronoun reference from "it" to "the monies" when describing county treasurer placement of funds in appropriate district accounts.

Maintains existing process where school districts must deposit federal funds with county treasurers and funds are disbursed only by county treasurer on school district vouchers and county school superintendent warrants.
