Amends Arizona Revised Statutes section 23-781 regarding employment benefits for athletes and aliens.

Denies unemployment benefits to athletes for weeks between successive sport seasons if they performed services in the prior season and have reasonable assurance of performing services in the upcoming season.

Restricts unemployment benefits based on services performed by aliens unless they were lawfully admitted for permanent residence, lawfully present to perform the services, or permanently residing in the United States under color of law at the time services were performed.

Requires uniform data collection from all applicants regarding alien status and establishes that determinations of ineligibility based on alien status require a preponderance of evidence standard.
