Amends Arizona Revised Statutes Section 15-443 regarding formation of new common school districts in unorganized territory.

Changes grammatical wording from "Set forth" to "Sets forth" in the petition requirements for establishing a new common school district.

Requires petitions for new common school districts to be signed by parents or guardians of at least ten pupils who are residents of the proposed district and live more than four miles from any existing school district schoolhouse.

Petitions must include the boundaries of the proposed common school district.

Establishes minimum tax rate requirements for common school districts formed after July 1, 1988, with excess revenues deposited in the state general fund.
