Amends Arizona Revised Statutes section 28-883 regarding parking privileges for persons with disabilities.

Authorizes the director to enter into agreements with other jurisdictions (including foreign countries) for extending parking privileges to residents with permanent disabilities.

Requires Arizona to automatically recognize and honor international symbol of access special plates or placards issued by other states or foreign countries, regardless of whether a formal written agreement exists between jurisdictions.

Grants nonresidents with vehicles licensed in other states or foreign countries the same disabled parking privileges as Arizona residents if their vehicle displays valid out-of-state or foreign disabled parking credentials.
