Adds "temporary license" definition to Arizona health care institution licensing statutes, defining it as a license issued by the department to operate a health care institution at a specific location that is valid until an initial licensing inspection.

Allows outpatient treatment centers (except dialysis centers and abortion procedure centers) to begin operations before completing an initial licensing inspection by obtaining a temporary license from the department.

Requires applicants for temporary licenses to submit the initial license application, applicable fees, and a written request including the anticipated operation date and an attestation of compliance with applicable licensing statutes and rules.

Requires the department to issue temporary licenses within seven days of receiving complete applications, allowing facilities to begin operating on the temporary license's effective date.

Authorizes the director to cease issuing temporary licenses at any time if public health and safety is endangered.
