Changes terminology from "joint technological education district" to "joint technical education district" throughout Arizona education code (sections 15-101 through 35-701).

Modifies the definition of "joint technical education district program" to require work-based learning components, career and technical student organization participation, and laboratory experience as determined by the Department of Education.

Updates provisions allowing pupils in approved joint technical education district centralized programs to generate average daily attendance of 1.0 for flexible attendance hours during any hour of the day, week, and throughout the fiscal year.

Adjusts provisions for dual enrollment courses to specify they may be conducted on campuses of joint technical education districts, with increased average daily membership caps (1.25) for students enrolled in both charter schools and joint technical education districts.

Establishes the measure as an emergency effective immediately upon enactment.
