• Requires health care insurers offering Medicare supplement insurance to persons age 65+ to also offer these policies to persons eligible for Medicare due to disability or end-stage renal disease.

• Ensures all benefits, protections, and policies applicable to age 65+ Medicare enrollees also apply to enrollees under 65 who qualify through disability or end-stage renal disease.

• Permits Medicare enrollees to enroll in Medicare supplement policies within six months of enrolling in Medicare Part B or receiving retroactive enrollment notices, or upon termination of group health insurance coverage.

• Prohibits premium differences between age 65+ Medicare enrollees and those qualifying through disability or end-stage renal disease from being excessive or unfairly discriminatory.

• Allows third-party payments on behalf of insured individuals if paid in full and timely, as specified in the policy.
