Repeals sections 15-918, 15-918.01, 15-918.02, 15-918.03, 15-918.04, and 15-918.05 of the Arizona Revised Statutes, which established the career ladder program for school districts.

Changes the title of Arizona Revised Statutes Title 15, Chapter 9, Article 1.1 from "Career Ladders and Other Performance Incentive Programs" to "Performance Incentive Programs."

Removes references to career ladder programs throughout the Arizona Revised Statutes and replaces them with references to optional performance incentive programs.

Allows school districts previously participating in career ladder programs to apply for expedited approval of updated applications for optional performance incentive program reapproval following subdivision or consolidation.

Maintains performance-based compensation systems and optional performance incentive programs as alternatives to the repealed career ladder program, with state board authorization for budget increases up to 5.5% of the base level.
