Allows Eastern Arizona College (operated by Graham County Community College District) to offer four-year baccalaureate degrees beginning in fiscal year 2011-2012, notwithstanding the two-year limitation on community colleges.

Requires Graham County Community College District to submit to the joint legislative budget committee by September 15, 2010, information on proposed degree programs, student enrollment estimates, campus locations, and performance measures.

Limits baccalaureate degrees to no more than ten program areas based on job market needs and regional economic demands, with tuition at least 50% less than Arizona Board of Regents universities.

Establishes different full-time equivalent student calculation for 300-level and 400-level courses (divided by 24) versus lower-level courses (divided by 30), with minimum state aid of $5,564 per student adjusted annually for inflation.

Requires universities under Arizona Board of Regents to use same admission criteria for graduate programs for Graham County community college degree holders as for traditional four-year institution graduates, and requires the district to continue offering two-year programs and associate degrees.
