Modifies licensure provisions for hearing-related professionals by changing "when" to "if" regarding issuance of licenses by the executive director when applicants satisfy all requirements.

Updates license renewal procedures to occur "one year after the date it was issued" rather than "on the licensee's birthday," with licenses terminating 30 days after the renewal date unless renewed.

Clarifies that licensees must renew between 60 days before and 30 days after expiration, with late renewal penalties enforced and practicing on an expired license constituting a violation.
