Amends documentation requirements for federal and state public benefits to specify applicants must be "natural persons" and clarifies that "natural person" applies to eligibility determinations under 8 U.S. Code sections 1611 and 1621.

Modifies law enforcement authority under 11-1051 to authorize immigration status determination during lawful stops, detentions, or arrests for other offenses when reasonable suspicion exists, with provisions allowing determinations by authorized federal officers or ICE/CBP verification.

Reduces criminal penalties for willful failure to carry alien registration documents from felony charges to class 1 misdemeanor with maximum $100 fine and 20-30 days jail time; eliminates prior assessment requirements.

Adds nondiscrimination language to sections 13-1509, 13-2928, and 13-2929 prohibiting consideration of race, color, or national origin in immigration law enforcement except as permitted by U.S. or Arizona Constitution.

Establishes joint border security advisory committee with 10 legislative appointees and 6 gubernatorial appointees to meet monthly, analyze border statistics, and submit reports through December 31, 2014; authorizes governor to direct outside counsel in defending immigration law challenges through December 31, 2010.
