Amends Arizona vehicle emissions inspection program to provide special ninety-day resident registration for vehicles receiving onboard diagnostic (OBD) checks that show "not ready for testing" status or test failures, allowing owners time to address issues before full compliance.

Requires the director to provide vehicle owners with written descriptions of the process to obtain special ninety-day registration and detailed reports identifying up to ten diagnostic trouble codes with general descriptions.

Removes motorcycle inspection exemptions in area B by changing "Motorcycles in area B" to "Motorcycles" in the exemptions list, making motorcycles subject to emissions testing statewide.

Makes the bill's effectiveness conditional on the U.S. Environmental Protection Agency issuing an OBD deferral of compliance for state implementation or maintenance plan purposes by November 1, 2012.

Applies conditional enactment provisions to two separate versions of section 49-542 based on whether prior legislative conditions from 2007 and 2008 amendments are satisfied.
