Establishes Arizona gun safety and education special license plates contingent on $32,000 being paid to the department by December 31, 2010 for implementation costs.

Creates the Arizona gun safety and education special plate fund to receive $17 annually from each special plate fee, with $8 going to the state highway fund for administration.

Requires the director to allocate annual monies from the fund to organizations promoting firearm safety, hunter education, law enforcement training, and constitutional Second Amendment protections.

Limits administrative costs to no more than 10% of annual fund deposits and requires the first $32,000 collected to reimburse the entity that initially funded implementation.

Amends vehicle code sections to include the new special plates in exemptions from highway user revenue calculations and to authorize their issuance alongside personalized plates.
