Amends Arizona Revised Statutes section 45-1022 concerning the effect of enrollment of water exchange contracts.

Changes the reference date in the statute from "the effective date of this chapter" to "September 30, 1992" for determining validity of water exchanges conducted prior to enrollment.

Makes a technical correction to clarify that water exchanges conducted before September 30, 1992 remain valid even after the contract is enrolled under section 45-1021.
