Amends Arizona Revised Statutes section 28-775 regarding right-of-way rules for authorized emergency vehicles.

Clarifies that drivers must yield right-of-way to emergency vehicles equipped with red or red and blue lights visible from 500 feet that are giving an audible signal by siren, exhaust whistle, or bell.

Adds requirements for drivers approaching stationary emergency vehicles displaying alternately flashing warning lights: drivers must change lanes if safely possible on highways with four or more lanes, or reduce speed and proceed with caution if lane change is impossible or unsafe.

Authorizes defensive driving schools and the department of transportation to include educational information about proper conduct around stationary emergency vehicles in their courses and examination materials.

Maintains existing prohibitions against following fire apparatus closer than 500 feet or parking within a block where fire apparatus has stopped in response to a fire alarm.
