Amends Arizona Revised Statutes section 15-901 to modify the definition of "full-time instructional program" for high school students effective fiscal year 2005-2006 and thereafter.

Removes the alternative provision allowing high school students to meet full-time status through "one or more subjects taught in amounts of time totaling at least twenty hours per week prorated for any week with fewer than five school days."

Requires full-time high school students to be enrolled in an instructional program meeting at least seven hundred twenty hours during the minimum number of required school days and include at least four subjects.

Removes the phrase "or the equivalent" from the daily attendance definition for high school students carrying subjects that count toward graduation.
