Authorizes the State Land Commissioner to make available trust land parcels of up to 250 acres each for lease as veterans' cemeteries in urbanized areas selected by the Department of Veterans' Services according to need.

Requires the Department of Veterans' Services to establish and operate the cemeteries pursuant to existing statutory authority in section 41-603, subsection C, paragraph 2.

Includes a legislative finding that leasing trust lands for veterans' cemeteries is consistent with the purposes of the Arizona-New Mexico Enabling Act and constitutes an appropriate fiduciary act.

Contains a conditional enactment provision making the law effective only if Arizona voters approve a constitutional amendment at the next general election authorizing the leasing or disposition of lands for use as veterans' cemeteries.
