Establishes the Arizona Game and Fish Commission Appointment Recommendation Board consisting of five members, each representing different wildlife conservation and sportsmen organizations, plus one member from the general public or nongame organization.

Board members must be Arizona residents for at least five years, serve five-year terms, maintain continuous membership in their designated organization during their term, and cannot receive compensation or expense reimbursement.

Board reviews applicants for Arizona Game and Fish Commission vacancies, conducts public forums to interview candidates, and recommends at least two but no more than five candidates for the governor to select from.

For regular commission term expirations, the board must hold a public forum by November 15 and submit recommendations by November 25; for mid-term vacancies, the board must act within two weeks of receiving the applicant list.

Initial board members are appointed to staggered terms of one to five years to establish a rotation system, with all subsequent members serving five-year terms.
