Amends sections 5-504, 5-505, 5-554, and 5-555 of Arizona Revised Statutes relating to state lottery operations and revenue apportionment.

Authorizes the lottery commission to establish special instant ticket games with paper tab play areas designated for use by charitable organizations, with charitable organization sales agents receiving 20% compensation.

Limits operating expenses for special instant games to no more than 15% of revenues from those games, separate from the standard 18.5% limit on total lottery revenues.

Replaces grammatical usage of "which" with "that" throughout lottery statutes for consistency.

Special instant game provisions effective June 30, 2012.
