Amends Arizona Revised Statutes section 16-918 to modify campaign finance reporting penalties and procedures.

Changes calculation of late filing penalties from calendar days to business days for reports filed after delinquency notices.

Increases civil penalties for failures to file within 15 business days after notice of delinquency from $25 per day, with penalties assessed under section 16-924.

Candidates who fail to file required campaign finance reports after written notice are ineligible to be candidates for any local or state office for five years from the last failure.

For standing political committees with three or more late filings, eliminates consolidated filing status and requires filings in each reporting jurisdiction where the committee is active.
