Amends Arizona Revised Statutes to create a new crime of "misconduct involving weapons" under section 13-3114, with violations classified as felonies.

Makes it unlawful to knowingly falsify identity information, use false names, or provide materially false personal identifying information in connection with the sale or transfer of deadly weapons.

Prohibits knowingly delivering deadly weapons to foreign countries or knowingly selling firearms to persons intending to deliver them to foreign countries; violations are class 2 felonies.

Criminalizes making false statements in federal firearm transaction documents, evading reporting requirements through structuring transactions, and operating an unlicensed deadly weapons business.

Establishes that transactions involving five or more identical weapons or purchasers failing to pay or take possession may create an inference of illegal conduct unless satisfactorily explained.
