Amends section 41-191.03 of Arizona Revised Statutes regarding the collection enforcement revolving fund administered by the attorney general.

Allows the attorney general to spend monies from the collection enforcement revolving fund for debt collection expenses and to use fund monies for any operating expenses incurred by the department of law.

Modifies deposit requirements so that 35% of monies recovered from debt collection go to the revolving fund (reduced by outside counsel attorney fees if applicable), and 65% goes to either the originating fund or state general fund depending on reversion status.

Provides that monies in the fund over $100,000 at fiscal year end are distributed on a pro rata basis to funds receiving monies under the distribution formula, based on percentage of collections.

Establishes separate distribution rules for collections under section 12-116.01, with 20% deposited to the collection enforcement revolving fund and 80% to the criminal justice enhancement fund.
