Establishes major incident notification requirements requiring private prisons to immediately notify the Department of Corrections of any occurrence threatening prison operations, health/safety, or disrupting utilities, with civil penalties for failure to timely notify.

Requires private prisons to maintain financial responsibility of not less than $10 million through deposited funds, insurance policies, surety bonds, or certified financial statements showing net worth exceeding $15 million to cover state liability.

Implements prisoner classification and housing restrictions for out-of-state and federal prisoners, prohibiting housing of those classified above minimum or medium custody, with histories of escape or rioting, sexual offense convictions, or certain infectious diseases.

Mandates 48-hour advance notice to Department of Public Safety and Department of Corrections before transferring out-of-state or federal prisoners into or out of private prisons, including prisoner names, identifying information, and sentencing details.

Establishes civil penalties of $100 per day per inmate for non-compliance with notification and reporting requirements, and requires security officers to be at least 21 years old with no felony or domestic violence convictions.
