Adds exemption for volunteers of political subdivisions who apply herbicides to eradicate and control noxious weeds under immediate supervision of a licensed applicator.

Volunteer exemption does not apply to restricted use or danger-labeled herbicides, sterilants, equipment holding more than 8 gallons of herbicide, more than 25 pounds of nonliquid herbicide, or volunteers who fail to follow label directions.

Requires volunteers to complete an office of pest management-approved herbicide application training program conducted by their political subdivision.

Defines "volunteers of political subdivisions" as persons working without compensation except for reimbursement of actual expenses or meals and incidental benefits.

Subjects volunteers not working under immediate supervision of a licensed applicator to enforcement provisions under section 32-2304, subsection D, paragraph 12.
