Amends Arizona Revised Statutes section 41-2132 to require new stage I and stage II vapor recovery systems installed or significantly modified after the bill's effective date to include a California Air Resources Board-approved tank management system that recovers vapor from the vent stack and returns it to the storage tank.

Requires new or modified vapor recovery systems to also install an in-station diagnostic system approved by the California Air Resources Board that monitors vapor recovery equipment to ensure proper operation.

Applies these new requirements to gasoline storage tanks, gasoline transport vehicles, and gasoline dispensing sites subject to stage I or stage II vapor collection requirements in ozone nonattainment areas.

Maintains existing exemptions for gasoline dispensing sites with throughput of less than ten thousand gallons per month, or less than fifty thousand gallons per month for independent small business gasoline marketers, and sites on manufacturer proving grounds.
