Increases threshold amounts for irrigation districts to let work without competitive bidding from $15,000 to $30,000 for construction, and from $10,000 to $30,000 for materials and services.

Removes requirement that emergency determinations be made "jointly" by the district board and state certification board, allowing the board alone to make such determinations.

Establishes annual adjustment mechanism for dollar thresholds based on the Consumer Price Index for all urban consumers, effective July 1 each year with July 1, 2010 as the base year.

Modifies bond requirements and contract procedures for irrigation and water conservation districts.

Designates the act as an emergency measure operative immediately upon passage.
