Eliminates tenure-based employment retention by prohibiting school districts from adopting policies that provide employment retention priority for teachers based on tenure or seniority.

Removes compensated days for professional association activities from school district employment contracts, though employees may still take compensated leave for personal or professional purposes.

Extends the preliminary notice period for inadequate classroom performance from 60 to 85 instructional days for teachers with three or more consecutive years of employment, and extends notice periods for contract decisions from 10 to 30 days.

Modifies salary reduction procedures by removing the requirement for equitable application of general salary reductions among experienced teachers and eliminates their preferred reappointment rights when dismissed for economic reasons.

Limits career ladder program participation in fiscal year 2010-2011 to only current participants and caps maximum base level increases at 5 percent.
