Adds definition of "certificate of inspection," "elevator company," and "private elevator inspector" to Arizona's elevator safety statutes.

Allows the Industrial Commission to authorize private elevator inspectors to conduct initial, annual, and other designated inspections if they meet qualifications, obtain national certification, and follow commission procedures.

Requires private elevator inspectors to register annually with the commission and provide proof of eight hours of continuing education, valid certification, and required insurance.

Prohibits private elevator inspectors from inspecting conveyances they own, operate, service, or are employed by; engaging in elevator sales or service; or conducting inspections without current authorization.

Imposes civil penalties up to $1,000 per violation for false statements, fraud, or violations of inspection procedures, with penalties treated as court judgments and collected into the administrative fund.
