Amends Arizona Revised Statutes section 12-341.01 to expand recovery of attorney fees in contested civil actions beyond just contract disputes.

Changes language to allow courts to award reasonable attorney fees to successful parties in any contested civil action, removing the previous limitation to actions "arising out of a contract."

Preserves the existing provision allowing attorney fee awards when a written settlement offer is rejected and the judgment obtained is equal to or more favorable than the offer.

Maintains the requirement that attorney fee awards be made under clear and convincing evidence that a claim or defense constitutes harassment, is groundless, and is not made in good faith.

Confirms that courts, not juries, determine reasonable attorney fee awards under this statute.
