Creates new sentencing provision in section 13-709.05 for persons convicted of indecent exposure or public sexual indecency to a minor under 15 years of age with two or more prior felony convictions for the same offenses, with sentencing range of 6-15 years imprisonment.

Adds subsection G to section 13-901 allowing courts to impose additional county jail time (up to one year) if a defendant on lifetime probation has served the initial one-year jail term and probation is later revoked and reinstated.

Amends child prostitution statutes (section 13-3212) to create separate offense categories: subsection B for persons 18+ engaging in prostitution with minors, with enhanced penalties for victims under 15 and mandatory jail terms for probationers with victims 15-17 years old.

Adds indecent exposure and public sexual indecency offenses to sex offender registration requirements (section 13-3821) for second or subsequent violations involving minors under 15, and third or subsequent violations overall.

Amends section 36-3701 to include indecent exposure and public sexual indecency to minors under 15 as sexually violent offenses subject to civil commitment procedures.
