Adds section 15-186 requiring each charter school to establish a teacher performance evaluation system that includes an objective assessment of student academic performance.

Amends section 15-537 to add student academic performance assessment as a required element (element 4) in school district teacher evaluation systems.

Requires evaluation systems to include reliable evaluation instruments, competency assessments, classroom observations, improvement plans, and appeal procedures for teachers.

Mandates evaluation frequency of at least twice yearly for teachers employed less than three school years and at least once yearly for more experienced teachers.

Maintains confidentiality of teacher evaluations except for the teacher, district personnel, and use in court proceedings related to teacher competency or personnel matters.
