Prohibits political subdivisions from reimbursing contractors for costs incurred to assist, promote, or deter union organizing activities.

Requires contractors seeking reimbursement from political subdivisions to certify they are not seeking payment for union-related organizing costs and maintain records to substantiate this claim.

Prohibits contractors and employers conducting business on political subdivision property from using that property to hold meetings intended to assist, promote, or deter union organizing, unless the property is equally available to the general public without charge.

Prohibits public employers receiving funds from political subdivisions from using those funds to assist, promote, or deter union organizing, and makes public officials who knowingly authorize such use liable to the political subdivision for the amount expended.

Prohibits private employers receiving more than $10,000 annually from political subdivision programs from using those funds to assist, promote, or deter union organizing.
