Amends Arizona Revised Statutes section 9-463.05 to modify requirements for municipal development fees imposed on new development.

Requires development fees to be limited to a proportional share of costs and based on the same level of service provided to existing residents, with costs for facility improvements apportioned between new development and existing residents.

Mandates that monies required from existing residents for facilities in the infrastructure improvements plan be allocated and spent before any development fees are used.

Requires municipalities to provide detailed descriptions in infrastructure improvements plans of all funding sources for capital improvements, including amounts to be paid by existing residents and anticipated bond repayment revenues.

Maintains existing provisions for separate accounting of development fee funds, public notice and hearing requirements (60+ days), annual reporting to the city clerk, and a 2-year statute of limitations for fee collection actions.
