• Establishes procedures for health insurance mandate proposals requiring advocates to submit impact reports to the Joint Legislative Audit Committee by September 1, with legislative committees holding hearings and providing recommendations by December 1.

• Creates a Commission on Privatization, Efficiency and Competition consisting of state agency representatives, university/community college members, state employees, and private business representatives to review complaints about government competition with private enterprise and recommend contracting opportunities.

• Requires agencies proposing new permits to use general permits for substantially similar facilities, activities or practices unless prohibited by federal law, technically infeasible, or would increase applicant costs, with exemptions for certain statutory permits.

• Directs the Secretary of State to establish searchable online databases of state administrative rules by December 31, 2013, and county and city codes and business license requirements by December 31, 2015.

• Enhances regulatory review council approval standards to require rules be written clearly for the general public, not be more stringent than federal law without statutory authority, use the least burdensome alternative, and comply with general permit requirements.
