Adopts the National Popular Vote Interstate Compact into Arizona law, allowing Arizona to join an agreement among states to elect the president by national popular vote.

Requires Arizona to conduct a statewide popular election for president and vice president and to appoint its presidential electors based on the nationwide popular vote winner rather than Arizona's own state results.

Takes effect only when states possessing a majority of electoral votes (270 out of 538) have enacted the same agreement, at which point the compact governs how all member states appoint electors.

Allows member states to withdraw from the agreement, except that withdrawals within six months of the end of a presidential term cannot take effect until after the next president is qualified to serve.

Terminates automatically if the Electoral College is abolished by constitutional amendment.
