Amends Arizona Revised Statutes Section 16-101 to lower the voter registration age requirement from 18 years old to 16 years old.

Allows 16-year-olds to register to vote, but restricts voting eligibility to only after the registrant reaches 18 years of age.

Maintains all other voter registration qualifications including U.S. citizenship, 29-day residency requirement, ability to write name or make mark, and absence of felony convictions or incapacity adjudications.

Clarifies that residency means actual physical presence in the state or political subdivision combined with intent to remain, with temporary absences not affecting residency if intent to return exists.
