Add a new question to voter registration forms asking "do you want your name to be placed on the permanent early voting list in order to receive automatic mailings of an early ballot for all subsequent elections in which you are eligible to vote?" with yes/no checkboxes.

Allow a completed voter registration form with a "yes" response to the permanent early voting list question to constitute a valid written request to be added to the permanent early voting list.

Require county recorders to maintain the permanent early voting list as part of the voter registration roll and mail early ballots automatically to eligible voters on the list for elections in which they are registered.

Specify that a voter's failure to vote an early ballot once received does not constitute grounds for removal from the permanent early voting list.

Establish procedures for voters to request removal from the permanent early voting list at any time in writing, and to be removed if their registration becomes inactive, canceled, or if mail is returned undeliverable and contact cannot be made.
