School districts must spend at least 70 percent of their operational budget on classroom instruction expenditures.

School districts submit proposed annual operational budgets to the superintendent of public instruction for verification of compliance with the classroom instruction expenditure requirement.

Districts unable to meet requirements may petition the superintendent of public instruction for a one-year waiver that must include proposals to eventually reach the 70 percent threshold.

Districts failing to meet the 70 percent requirement must post detailed expenditure accounting on their website, including employee salaries over $100,000, benefit costs, travel expenses, consultant fees, attorney fees, and payments to organizations.
