AZ HB2297

Allows cities and towns in counties with populations exceeding 350,000 (per most recent U.S. decennial census) to annex territory that is completely surrounded by or bordered on at least three sides by the city or town if the landowner has submitted a request to the federal government to take ownership or hold the territory in trust.

Requires annexation approval by majority vote of the city or town's governing body, with the annexation becoming immediately final if approved as an emergency measure under Arizona Revised Statutes section 19-142, subsection B.

Defines "submitted a request to the federal government" as the landowner making an application to the federal government as required by a specific federal statute or regulation.

Designated as an emergency measure effective immediately upon enactment.
