Requires the Arizona Board of Regents to develop and implement a common course numbering system for core curriculum 100-level and 200-level courses to facilitate transfer of academic coursework between postsecondary institutions and universities under the board's jurisdiction.

Requires the Arizona Board of Regents to submit a report to the House Education Committee and Senate Education Accountability and Reform Committee on or before February 1, 2011, detailing the common course numbering system and a plan for its implementation.

Amends Arizona Revised Statutes Section 15-1626 by adding this common course numbering requirement as a new duty of the board.
