Establishes a bipartisan committee on published public legal notices consisting of 5 senators and 5 representatives, each group appointed by their respective chamber leadership with designated cochairpersons.

Committee shall examine existing statutes requiring newspaper publication of legal notices by cities, towns and counties to evaluate efficient use of taxpayer funds while preserving public's right to notice, appearance and hearing.

Committee must consider rural vs. urban areas, population age, internet access percentages, technology upgrade costs, and key notice components including data security, preservation, searchability, verification and uniform standards.

Committee must submit a report with legislative recommendations to the governor, senate president and house speaker on or before November 4, 2011.

Committee automatically repeals on December 31, 2011.
