Exempts the Arizona State Lottery Commission from termination provisions under Title 41, Chapter 27, Article 1 of the Arizona Revised Statutes, making it permanent.

Requires the Joint Legislative Audit Committee to conduct a comprehensive review of the Arizona State Lottery Commission at least every ten years beginning July 1, 2011, using evaluation factors specified in statute.

Repeals section 41-3012.16 of the Arizona Revised Statutes as part of the restructuring related to the lottery commission's continuation.

Reaffirms the lottery commission's purpose is to oversee a state lottery that maximizes net revenue for the state while maintaining the state's dignity.

Requires approval by at least three-fourths of the members in each house of the legislature to become effective, per Arizona constitutional requirements.
