Exempts pupils proficient in one or more Native American languages from classification as English language learners under Arizona law.

Prohibits classification of a child as an English language learner solely based on the parent or guardian reporting that the primary home language is other than English.

Allows bilingual pupils to be excluded from English language learner classification.

Requires the Arizona English Language Learners Task Force to accept alternative education models that exempt Native American language-proficient pupils from structured English immersion programs, in accordance with the Native American Languages Act of 1990.
