Establishes the energy policy study committee consisting of legislators, corporation commission members, state officials, and representatives from utilities, energy industries, and advocacy groups.

Committee membership includes two House members and two Senate members from different political parties, appointees from the governor representing utilities, cooperatives, solar/wind/renewable energy groups, conservation groups, Native American tribes, and state agency directors.

Committee shall examine all aspects of energy policy including supply, production, transportation, delivery, distribution, demand and prices, and develop recommendations to promote reliable supply, resource conservation, environmental protection, and economic development.

Committee must submit findings and recommendations report by September 30, 2012 to the governor, legislative leaders, secretary of state, and the public upon request.

Committee is repealed September 30, 2012.
